The King and Queen rule over territory states governed by lesser nobles houses.
The royal houses compete to recruit the best members, as membership is not purely driven by blood relation. Anyone with prestige, including but not limited to powerful Essies is sought after and often bribed in recruitment efforts.
The House of Lords acts as a check on the powers of the King and Queen.
The politics of the Kingdom of Ruanah are intricate and subtle. The house of lords is made up of all the upper noble houses of the kingdom, and they have the authority to choose a new monarch. This gives them enormous power even though the reigning monarch still has sovereign authority over them. Even before Essies, the houses were maintained by recruitment and forged allegiance rather than just by birth. Outstanding individuals are wooed by many noble houses, all trying to win their favor and allegiance. As a result, all Ruan Essies attend the Astraenaut academy, trying to hone their abilities and increase their value and bargaining power. This recruitment results in a surprisingly mobile society, with individuals rising and falling based on their merits. The reigning monarch has control over the entire Talarian continent, while the house of lords control the Moon Collective.
