Council of Affairs

The Council of Affairs is the organization in charge of deciding where those who die shall go in Okaru. The decision branch is made up of 51 generals and is led by the governor of Okaru, Arcus Fletcher. The generals meet in the Decision Hall in the capital city of Okaru. The hall stands tall and has many waiting rooms to handle the flow of people dying, all surrounding a circular room where the generals sit around the subject in question. It is the party that leads Okaru and contains many high-ranking officials in the leadership branch. The generals are wise spirits and are tall with sheets over them. They are extremely critical and harsh in the decision process. The overseers are short and stout spirits who live all over Okaru, from big cities to small villages, and report to the higher-ranked individuals with information on local ordeals. The dukes rule the 11 provinces as underlings of the governor.

Secret Police

The Council of Affairs is very serious about people escaping from their given decision. If someone tries to escape the Decision Hall before being judged, the council will most likely send their secret police force after them. The secret police is a force of one hundred wraiths or imprisoned souls. The wraiths are tall and dark figures, standing at around eight feet and their touch will boil one's blood and freeze their skin, killing them quickly. They never get tired, persuing for days without rest, and never need to eat or drink anything. The secret police are kept in the catacombs of the capital city, an intertwining network of cold and bare tunnels that never seem to end.

Structure

The Governor is at the top rank, followed by the Dukes of the provinces, then the Generals, then the overseers at the bottom.
