Wizard

History

First established in Nyiri law with The Magical Practices Act (1243), wizardry was originally defined as "the use of physical materials and implemets of magical practice to persuade, oblige, cajole, or urge noncorporeal beings to interact with the corporeal realm", and placed restrictions on who could engage in wizardry, limiting practitions to members of academic institutions, and law-enforcement. Although not revolutionary - Nyir lagged behind many other countries in legistating wizardry - the Act, and it's 1262 amendment, were adopted as the standard model across the Vengirian hansa.
The Magical Practices (Amendment) Act (1262) introduced the concept of 'inherent' magic after an excessive application of the law led to working-class people who relied on magical influences in their daily lives. The argument for the amendment was led by Livia Halász (Goodwoman for Denia), who presented the case of a 73-year-old grandmother who was arrested for knitting a hat for her son, a case which would have classified knitting needles as 'implements of magical practice'. The amendment defined the class of 'inherent' magic as 'an arcane practice which does not require specialised tools, but knowledge, skill, and the application of goodwill'.
Most recently, the Arcane Practices and Associations Regulation (1722) opened wizardry to "community members in good standing, and members of professional organisations, forthe purposes of public safety", but restricted the purchase of materials deemed to be used solely in the practice of the arcane to licensed wizards.

Cultural Significance

The restriction of wizardry has long been considered a matter of civil discontent, which was only partially ameliorated by the 1722 legislation. Abolitionists argue that, by limiting 'wizardry' to those who could afford certification and insurance, magic has been placed beyond the reach of the working classes and presents a significant obsticle in the road to class justice.
