The Nevereve Protectorate

Once a wayward band of outcast dragonborn, the Nevereve Protectorate has grown into a full-fledged nation of its own right. It was established to protect the dragonborn culture, adopting a matriarchy and appointing a brood mother as its ruler. Though originally a small nation, the Protectorate has grown through diplomacy and conquest to include non-dragonborns and is now considered the largest nation in the world. Nevereve is well-respected among its contemporaries for the strength of its residents and it's advanced technology.    The dragonborn native to the Nevereve Protectorate are referred to as Neverevian.

Structure

The Protectorate is lead by the Broodmother, a lifetime elected queen of sorts. The Broodmother ultimately has supreme authority but is advised by the Matriachs, a conciliary body of elder female dragonborns. Upon the death of the Broodmother, a new one is elected amongst the Matriachs. Day-to-day local governance is broken up amongst handpicked officials.    The citizens of the Protectorate are referred to as the "children" of the Broodmother and refer to each other as "brother" or "sister".

Culture

Neverevian culture is deeply rooted in the sanctity of nature and everything draconic. Their buildings and domiciles are creations of earth and the natural land, and beasts of all shapes and sizes freely walk the Protectorate’s towns and cities as pets. Even though the Protectorate now includes members of countless races, non-dragonborns are efficiently assimilated into draconic culture.    Neverevians pay homage to Bahamut, the king of all dragonkind, and the rest of the draconic pantheon but also worship individual dragons like gods. The Broodmother is also treated as a god, with an extensive cult of personality perpetuated by Protectorate officials. Since all the residents of Nevereve are the Broodmother's children, all forms of involuntary servitude is illegal, except in the cases of punishment for a crime.    The following are compulsory for any resident of Nevereve:
  • Language - every resident must be able to speak, read, and write draconic, unless the race is physically unable. 
  • The Draconic Pantheon - no other religions are recognized in Nevereve. Outside visitors are allowed to worship their own religions in private, but not in public. 
  • Self-defense - every able-bodied inhabitant of the Protectorate must be prepared to fight to defend the land in case of invasion. Those that are not able-bodied are expected to support the war effort in some other supportive role. 

Public Agenda

Thava claims that she has no desire to re-initiate the War of Conquest and that she would rather focus her resources internally to improve her children's quality of life.

Assets

The Protectorate has a devoted citizenry that can be expected to fight to the death in case of an invasion. The actual military of the Protectorate is known to be the largest in the world. The Protectorate also has advanced technology and weaponry thanks to the explosive "dragon powder" found throughout their territory.    Rumors speak that the dragonborn are hiding several adult dragons beneath Frthsenthinir, ready to take wing over an invading army and crush them. It’s unknown whether this is true or not, but it’s not a risk a would-be conqueror has taken.

History

The Tyranny of Dragons that ruled the ancient world made it so that those with dragon lineage were often ostracized and outcast from their society. This lead to several ragtag nomadic bands of dragonborns to travel the world. Eventually this ever growing band found The Charred Crag at the heart of what was known as the Nevereve Barrens. Here they found the remains of the ancient dragons and decided to call the land home. They founded the city of Frthsenthinir under the First Broodmother Vilthir Wraxiris.    Although the initial years of the Protectorate were difficult, since there wasn't much biodiversity in the Barrens. This changed when an explosive mineral called dragon powder was found throughout the Barrens. This powder lead to great technological advances and, in desperate need of resources, the Protectorate began it's expansion.

Religion

The only legal religion in the Protectorate is the worship of the Draconic pantheon. All other religions are absorbed into the pantheon if they are found conducive to the overall goals of the Protectorate, otherwise they are eradicated.   The Broodmothers, past and present, are worshipped as goddesses.

Education

All children and new inhabitants of the Protectorate are given a free education. It is believed that Nevereve is the only country in the world where the majority of its citizenry is literate. Children are schooled until the age of 12 and new inhabitants are taught until they are able to speak, read, and write draconic.    Children are trained in self-defense throughout their schooling and able-bodied adult citizens are refreshed in these skills quinquennially. Non-able-bodied adults are taught skills like espionage, sabotage, basic first aid, and weapon repair instead.
