The Galactic Convention (GalCon)

Our galactic neighbors have known about one another for tens of thousands of years. Most of that time was spent in conflict, but in around 8700 BCE they signed an intra-galactic treaty known as the Galactic Convention (GalCon). This marked the official start of the “Modern Galactic Era,” in which the major factions of the galaxy have managed to live (mostly) peacefully.

  The GalCon governs over 70 trillion individuals. Most of those individuals are represented by one of seven Signatory Factions. The GalCon is the largest known bureaucracy in the galaxy.

  All galactic civilizations are granted certain rights from the Galactic Convention, including territorial autonomy and self-governance. The Ultimate Tribunal acts as a centralized body to ensure that these rights are upheld. It consists of a representative from each of the seven Signatory Factions. Each representative is their faction's Prime Arbiter.

  Citizens of member civilizations are also granted rights, like self-governance autonomy and access to the Galactic Administrative Neutral Territory (GANT) for residence and employment. Arbiters and Sub-Arbiters work in Tribunals to resolve conflict between members.

  The Galactic Convention also recognizes the rights of non-signatory sentient species. The process known as GalCon Recognition is normally straightforward, if a bit lengthy. A species may request a series of hearings to prove their sentience. Once recognized, the species is granted the same basic rights as all members of the GalCon.

  Basic needs are met by technology. However, the GalCon requires workers, and many people work at the GANT as administration, medical, operations, security, researchers, and technicians. Additionally, people work as entertainers and artisans, and fill every niche imaginable.
