GalCon Recognition

To become a "Recognized," a civilization must petition the Ultimate Tribunal, who must then vote to accept their petition.  Recognized Cultures and their citizens enjoy the same basic rights as signatories, although they lack representation on the Grand Tribunal. These rights include economic, cultural, and territorial autonomy. Citizens of Recognized Cultures also enjoy access to GalCon territories, and the shared knowledge, resources and technologies that access provides.
