Halan Today: Halan has been hard by the coming fo the Dragons. The mayor was killed by the Vemoraxx for not following orders when the Vemoraxx kept requiring more workers for the border forts to the south. A prefect was sent to run the city. The prefect is Jasper Delarosa a religious fanatic. When he arrived he posted new Laws for the citizens to follow. These included going to daily services at the new church of Tahkene he built, What kinds of songs and stories could be told at the local taverns, and a curfew for the entire city. He outlawed any worship of any god but Tahkene, and his soldiers are constantly looking for heathen lawbreakers to send to the work camps by the forest. Under Prefect Delarosa the city his become a stifled empty place. Many of the men have been sent to the work camps. The women have also been sent to work cooking and cleaning. Their children have been sent to camp run by priests of Tahkene. During the day they help the fisher men mending nets, cleaning fish, etc, and at night they are taught the glory of the Goddess of the Night.

Many have fled the city, and large portions are empty. The prefect moved people to the lake side leaving the northern part of the city to fall into disrepair. Monsters from the swamps have taken up residence there, though some of the city underground uses the empty streets as havens.

While traders are still allowed in the city to take goods to Hilston, the tariffs are high and the traders are confined to a few inns and taverns that the Vemoraxx control completely.
