History
Ishkadar was once part of Khemaat but broke away and formed an independent city-state based on academics and magic. It drew a large merchant colony from all over, slowly becoming a center of commerce and knowledge. The Ishkadari boast an enormous grand university, bard's college and sorcery academy that is world famous. They remian mostly neutral in conflicts but are part of the Anti-Heliopian bloc.
