Each of the five dragons command a part of the territory as an absolute leader and their words are the only law of Coatul.

Huge amount of tresure are stored deep within the mountains, and many precious and useful materials can be extracted from the mines inside them.

That's the place where member of other species can be found in Coatul. If any of them seems to be useful or subservient enough, the dragons take them and turn them into dragonborns.
