Most people nowadays live in Floating Cities, as the ground on Nimbaar is now mostly dead and inhospitable.
Floating Cities vary in dimension from a chunk of rock with few houses on top, to big regions, capable of housing tens of thousands of people in multiple towns.

Access & Availability
Most of the living beings of Nimbaar live on Floating Cities, but only few of them have the technical skills to understand how to build a sustainable one.
Complexity
Floating cities needs multiple huge Aer engines to remain up in the air, and ideally emergency engines in case the main one fails.
They must be mostly self sufficient or able to exchange the resources the can't harvest with other nearby cities.
They need complex Electrum chains to harvest Aer from the ground beneath them.

Discovery
The first floating city was built by elves, following the base principle that allowed humans to create Flying Ships. It had to receive all of the resources it needed from the ground, so once the mist started to rise it couldn't be sustained anymore and was abandoned.
