Mayor of Luoyang

That position is cursed. First Eldorado just up and left town the year after he was sworn in.
Then the next one, a Rubeus Choy, couldn't even corral the supervillains. He just drank himself into a stupor and constantly said he's seeing his family.
Load of bollocks. The underlanders dealt with him since he didn't know how to run a town. Now this town has no mayor.
— Disgruntled citizen in Luoyang.

Qualifications

A mayoral candidate needs to have at least a bachelor's degree, and five years of community service of any sort.

Requirements

The mayoral candidate must be at least 35 years old.
Gender does not matter, although as of writing the elected candidates so far were men.
They must have mental fortitude to stand the stress of political work.

Appointment

A swearing in ceremony is held where the new mayor gives a speech about their plans for the town.

Duties

The mayor is supposed to serve the city and better it, in any way they can.

Responsibilities

The mayor has to delegate the busywork of defense, trade, and social development to members of the council.
They would meet at least twice a month with their council to seek advice and brainstorm ideas.
Because they are the final person who can approve a city-level decision or break a tie in votes, mayors hold a lot of political power.

History

During the sudden uprising of criminal activity due to the influx of superpowered underlanders in 2011, the mayor Eldorado decided to sneak out of town with his son, claiming he was afraid for his life.

Before he left, he appointed his deputy Rubeus as replacement, genuinely believing Rubeus would be a better leader. Eldorado then never came back and refused to answer any calls or acknowledge that he was the former mayor.

Rubeus turned out to be a terrible leader however. He promised and promised, but refused to do anything about fulfilling them, finally angering several groups of citizens enough to literally throw him out of office.

After being chased out, Rubeus continued making excuses that he had family trouble and couldn't work, yet refused to name a deputy or allow a mayoral election to run. In disgust, the underland splendoro beat him up severely until he was paralyzed.

Cultural Significance

Because of the previous candidates' incompetence, Luoyang citizens believe the rank is cursed as long as splendoro population in the city remains high.

The heroic splendoro also refuse to acknowledge anyone as mayor because they fear an increasingly bad leader would take place instead each time.
