Luskan
The only part of Icewind Dale controlled by the Lords alliance, this wintry town and fortress mark the northernmost point of the high road, and protect the south from threats to the north.
Luskan is a historic rival to Neverwinter, but through a costly campaign in 1542DR known as “The frozen war” the Neveren army was eventually successful in occupying the town. They won a critical victory at “the Battle of Blackford Crossing”, thanks to troops from the Guild of the Eternal Flame.
The only way to cross the perilous river Mirar is over Blackford crossing
The current Governer of Luskan is Captain Breaghan "fourclover" Alazar.
Notable Locations:
The Cutlass - Easily the busiest tavern in the town, a haven for sailors both reputable and disreputable. Led by "Old" John Salteye.
The Royal Arms Inn - After its colonisation in the 1540s, the Lords Alliance quickly went about installing their own dignitaries and nobles. Many of them brought with them a "southern" sense of decorum and culture. The royal arms inn is a place where those with no patience for the sailor talk and piracy go. It's currently ran by Mr Blake.
The winter palace - the citys government, a complex of soaring white spires and stones.
Red Dragon Tradepost - A decently sized shop on the north bank.
Balivers House of Horses - A stables ran by Baliver Brand.
Temple of Red sails - A temple to Umberlee, chaotic evil godess of the sea.
Bloodrun Graveyard - A vast mausoleum to the dead of Luskan.

Demographics
The city is inhabited by almost exclusively humans, with a few drow and sea elves.
Industry & Trade
Imports wood, food, manufactured goods, gunpowder and coal.
Exports iron ore, copper ore, silver ore, sails, rope and boats.
Guilds and Factions
The five captains originated as a coalition of pirates and has evolved into an oligarchy of mercanitle shipping companies which control almost all trade in Luskan.
Geography
The river Mirar splits much of Luskan in half, which sits almost entirely upon the northern bank.
The only way across is by boat (except for briefly in winter when the river freezes over).
Two islands sit in the bay of Luskan, Harbour arm island (which provides a natural breakwater and shelters the harbour), fang island (which is slightly further out and easily scuttles ships thanks to its sharp rocks). There used to be 5 inhabited islands in the bay, but only these two remain above water.
Climate
Luskan is bitterly cold, in both summer and winter. The river Mirar freezes over in winter, then each year a deluge of snowmelt wrecks everything in its path, making bridge building a nigh impossible feat.
