BAD-SEC

A BAD-SECs are areas of an urban development that are miserable, dangerous places to live in. The Name BAD-SEC stems from a designation used by Apex Security for general risk assesment when deploying security assets. BAD-SEC is the abbreviation for 'bad security' and indicates an unjustifiable risk to personal unless extraordinary circumstances require intervention.
  Thinking it simply stands 'bad sector', the worst parts of cities became colloquially known as BAD-SECs.

In a BAD-SEC
BAD-SECs are disgusting areas where low-rent residential mixes with industrial districts full of heavy or toxic industrial facilities. On the outskirts of a BAD-SEC there are dilapidated but still mostly inhabitable buildings and a few shops which can be identified by thier barred windows and similar fortifications. Power, water and heat is severly limited, available sporadicly or heavily rationed and Grid-coverage is spotty at best. Garbageheaps only accumulate in the alleys, as streets the streets are scavanged. Anyone walking the streets of a BAD-SEC better be armed, but probably they won't be killed just for thier shoes. Presence of a Law Enforcement Provider is minimal, although they will mount a heavily armed operation in response to a large incident. A large gang usually keeps the 'peace' in a BAD-SEC to ensure the smooth running of thier bussnisses.   Pushing deeper into a BAD-SEC the squalor becomes overwhelming. Forget utilites, people squat in almost uninhabitable condemned buildings, seek shelter in rusted-out car frames and under overpasses. While there is nothing left that can be described as a neighborhood, people call the addicts, criminals, drifters and gangs they share the street with neighbors.

 
Time to turn arround.
At the heart of larger BAD-SECs lie lawless areas that are possibly the worst found on Earth. Law Enforcement know better than to venture into these areas. They are vicious enough to make criminal organizations and gangs feel uneasy there. Putting even the sets of post-apocalyptic movies to shame, only the most desperate and society's outcasts can be found in these blighted ruins. Those that persist here (as it can't be described as living) survive by scavenging rancid industrial waste, hunting rats for food and drinking from puddles left by the acidic rain. There is no secuirty here, beyond what you can provide for yourself and if you stop looking at your belongings, it's likely to vanish.
