Designer Babies aren't just an option they are the standard, with complete control over their reproductive options humans can choose literally every trait their child will possess. They can specify how the child is brought to term, whether it is inserted into a real human, a walking incubation chamber or a cubical chamber in a birthing facility, the range of options is staggering.
From a social point of view, all you need to be a parent is the ability to pay to commission a new child, from there the client can do anything from creating a perfect clone of themselves and decide to give birth to it themselves, to a combination of a whole commune of peoples genetic material (some of which may be pulled from decades-old digital DNA), to adding in traits that were not present in the natural human population, through to DNA that is 100% artificial. There are of course some regressive communities that have varying levels of objection but for the most part, they are marginalised and their populations continue to lag behind those that accept modern science.
A further note, yes it is perfectly possible for an AI to commission a child. It is also possible to register a new AI as a child of a human or another AI.
