Little Billy (lɪtl̩ bɪli)

Billy, the son of a butcher in Westbank, never grew up. As his body aged, his mind remained child-like, still preferring to play with toys when his peers were out courting each other. His father, furious with his underdeveloped son, was abusive to the point of torturous. Eventually, this caught up with William Senior and, during a beating he was giving his son, Billy grabbed one of the butcher's knives and killed his father. Scared and confused, Billy ran from his home to Gatewatch, eventually finding shelter among the various children who end up there. Seeing them as one of his own, he stayed. The children, now having a larger protector, armed with various butcher’s knives, found themselves undisturbed by adult gangs that roamed the area. As Billy’s gang grew, so did his reputation. With a taste for killing and being easily manipulated, Billy soon racked up one of the highest bodycounts in all of West Hachenberg. For anyone else, this would be a ticket to the gallows but, with his army of fiercely loyal children to block any attempt at arrest, he continues to wreak havoc in the city.
Children have mentioned how Billy’s cough is getting worse and he’s scared of doctors. Adults have theorised that he might be dying.
