The Senat of Westuria
Structure
The Senat is spllit into three main Factions: The Aristocrats
Noble ancient familys that can trice back their ancestory to the first exiles from Exia and see themselves as born to rule.
The Optimates:
The Founders of the Senat and its oldest factions, its traditions and customs are as old as most of their members, they are however strongly represented thourgh arcane masters.
The Plebians:
A Faction born out of revoltion and Civil War, it represents the lower classes of the Westurian Empire, as good as it can at least.
In the last centuries the Aristocrats have dominated the senat and made it nearly impossible for anyone else to get elected as emperor, but the Noble Family themselves cant agree on which family should get the honour. So to get votes they have to make conciedings to the plebians or Optimates.
This system of compromise brought a fragile stabilty over the empire. The election of Senator happens on a long list of ancient rules, these rules are often seen as discrimantory against anyone who isnt arcane capable or of noble heritage.
Only thourgh a set of special rules was it possible to create the Plebian Faction whihc however can at most set up 10% of the senat.
Certain Senator are inherited or given away inside the family while others are sometimes voted on by the faction or the whole senat.
Most of the governing capability falls into the hands of the most powerful faction, the Aristocrats. They controll state industry and manage the mage guilds and the army.

Even in the early days when Westuria was nothing more than a small republic, the senat showed its most critical weakness it can quickly desolve itself if nothing is done against it.
Many Legats and influencal aritocrats tried and sometimes also succeded in weakening or straight up desolving the senat.
There were times when *Dictators" ruled Westuria and no power seemed strong enough to bring back the senat, but it came back always and somtimes stronger than before.
Over time there were seven big Senat reforms, many of these simply revised the ones done before and others changed the course of history foerver.
The last Reform called the "Mayan Reform" was primarly a compromise made by the powerful aristocrats and the plebians.
While there still now is an empreror he cant choose his heir but the heir will be elected by the senat.
Till now always the artistocrats were able to elect an empreror of their own, but which empreror of which noble family was often decieded by the plebian faction of the senat.
The third and historicaly oldest faction are the Optimates which are now the smallest faction but are mostly focused on the suriving of the senat as an institution and want to grow its power.

Disbandment
In the year 671 the senat was forever dissolved and the Eternal Empire was declared by the Last Empreror Luciferus.
While this "Eternal Empire" would dissolve in less than three hundred years it was the last heap of a dying empire and maybe a dying old world.
Luciferus brought much terror and cruelty across the world and corrupted nearly all corners of it. The Senat really was the last real opponent of him but they didnt manage to stop him in the end, even after stabing him
thriteen times.
