Council of Magic

This group of mages used to regulate magic, collect funds to build Magic Schools, and arrest and judge them, eventually executing a sentence, such as banishment from a kingdom, or even from a plane, but the council never executed a criminal after arresting him.
The High Council consisted of 8 wizards, 4 sorcerers, 3 warlocks, 2 bards, clercs and druids, and one ranger, rogue and fighter. There was once a Paladdin, but the position was quickly removed as they do not technically use magic, but divine powers. These counselors were called Lords of Magic, and as soon as one of them died, he was replaced by the eldest appropriate magic user of the Low Council. This group had the responsability to create and modify laws.
The Low Council consisted of every magic users who decided to join it, and passed a "Morality and Philosophy test", wich consisted of many questions the user had to answer to give, under the effect of a potion of truth, to get a moral idea of the user, to avoid accepting in the council evil or mad persons.
The Council of Magic was destroyed during the Magic War.
