Slums & Cutthroats

While it was never a truly large settlement, Port William has a vacant feeling in its sparsely inhabited slums. Nearly half of the people who once lived here have either left or died - probably more than a few years ago. Those that remain are cutthroats and slimeballs.
While the environment may be dreary on the best of days, one advantage of Port William is that everything is cheap - alcohol, housing, materials, and even labour. If you're short on money Port William just might be the place where you needn't worry about that.  

Outcasts Among the Outcasts

The majority of the inhabitants of Port William are pirates who have been exiled from Port Rose, often for thieving from other pirates, murder, or even less savoury acts. The inhabitants of Port William are often referred to as the outcasts' outcasts. They have a burning hatred for Port Rose, claiming that the pirates there have gone soft, and don't appreciate what piracy is really about.
While not openly hostile to newcomers, the inhabitants of Port William are dodgy and profiteering. It's good practice to keep your purse hidden and your weapons at your side at all times, lest you be ambushed. This good practice carries over to the permanate residents of the port, who often shouldn't trust their compatriots either.  

Remnant of the Last Pirate King

Port William was founded by Old Drowned William, The Last of The Pirate Kings. It was supposed to rival Port Rose, showing that William was indeed a worthy successor to the title, but ended up being a disappointment. Even if it did have more inhabitants than it has today, the port lacked culture, money, and talent - all key components that make Port Rose so successful.
While William was eventually killed, the port still bears his name, and in its current state an ever-present reminder of the decline of The Pirate Kings. It remains the largest impact William had in his tenure as Pirate King.
