The Red Masked Man
To most people of the Empire, the Red Masked Man is nothing, they have never heard of anything like that, and even if they did, it would only be another entry in an infinite list of local legends, impossible monsters, and boogeymen. To some select few, of the Belrose Province Nobility, even before it became part of the Empire, that name carries a terrible weight behind it. It is a being whose mention is enaugh to make Dukes and Counts shiver, and cold sweat run down their back.
Unlike every other faction in the Empire, the Red Masked Man does not play politics, care about reputation or gold, or even directly influence local members of the nobility. That is partly why he is such a mysterious figure, as he has never stepped out of the shadows, and made its goals known, or its identity. All that is known, is that whenever a suspicious piece of cargo is found, or a trade caravan passes through, and the Red Masked Man wants it to pass, it will pass. The dockworkers won't know what it is, the dockmaster won't know what it is, even the noble owning the docks won't know what it is, but she will know that it is not to be disturbed.
What is certain, is that the Red Masked Man is only a vague memory to most, and his name appears very seldom, even to those closest to its interests, whatever those have been through the centuries. Its not certain why all these powerful nobles across the Empire think this way, and are so willing to accomodate the Red Masked Man, it is only known that everyone does so, with no exceptions.
