Goldas

A halfling woman wearing a brilliant golden gown steps out of a candy shop holding a bag of sweets she bought with pocket change. She walks down the street with these sublime sweets which would make a childs teeth ache like the dickens as she tosses the reciept aside. A gust of wind akin to a light push from a succubi blew the reciept into the face of a dwarven man on his way to his third job covered in coal stains. Pulling the scrap from his face he scoffs scrunching it up seeing the total of the order being the price of his apartment rent he can't afford on three jobs. He takes a bite and angrily tosses it aside.
      Goldas is a city of wealth and prosperity, or at least that is how it would like to be seen.   While it is true, wealth flows at the surface among those with the money to slosh it around like a child's allowance in a candy store, most residents in this city which bears tens of thousands of people can barely make ends meet on multiple jobs. In a society ruled by whoever is the richest, it certainly incentivises those leaders to make themselves richer and richer.

Demographics

When last a census was taken the city was in majority inhabited by halflings whom also make up the majority of the upper class rich who control the city itself, and the country at large.    After halflings the second largest population is dwarves who primarily work in mining the gold, as well as crafting many of the sold goods within the city. Many Dwarves also manage to make good livings based on their craft, but most in the mines are not as lucky falling into poverty.   The third largest demographic is gnomes who've come into being from relations of halflings and dwarves. They usually rise to the peaks of Goidian society, specifically gold gnomes, or fall to the depths of poverty.       The largest bodies of work in Goldas are in mining for gold due to the large stocks available beneath the surface. After that it goes to the merchants found in every corner of the city selling various wares you may not be able to find anywhere else.

Government

Government is decided via who holds The Hammer of Boonwels. The clan of the one who holds this item controls the government and must put it up for bid every 5 years, leaving it up to whoever can bid the most gold on it for ownership. But theft is not disallowed so from time to time it switches hands once more between terms of auction. There is a reason it's owner, and the ruler of Goidina are called the High Kleptarc.

Infrastructure

The city has robust sewer systems going throughout the city below its weblike network of shops and buildings.

Districts

The city is divided into three main districts   The Moonlighting District to the south where a large amount of the city's businesses lie.   The Anchor District running along the water and part of the northern city   and The Comet District which houses most upper class residences and businesses and is under
