Mortals will bare witness to the miracles of magic but may not manipulate it or hold it for themselves
Perhaps the biggest reason that the Empire of Vao Rac has never sought to conquer Astropor, those who step into the realms governed by the Triskelaw cannot weild magic. This is not to say that magic does not function here, and indeed the city-state is filled with evidence of the Sphinx's power and of artifacts imported from across the seas. As such, Citizens of Astropor often rely on the engineering, medical, and alchemical sciences, though any citizen may pray for healing at a shrine and be cured of all but the most fatal wounds.
