The Duke
"The Duke" is the (self-proclaimed) true ruler of Port Overnight, and runs the criminal syndicate The Free Market. He is a rather young human, who recently came to power in the criminal underworld within the city. Not much is known about this individual, not even his name. This man claims to hold heavy sway over 2 out of 3 of the branches of government in the city, and commands the respect and fear of the shadowy side of the port. No crime occurs without the culprit first paying dues and swearing to follow the rules put forth by his syndicate. In his own words, his criminal enterprise keeps the city honest and safe. Despite controlling the criminal side of the port, a large portion of his business interests are legal, owning and operating dozens of businesses within the city.
He seems to respect those that show him the same respect.
