Structure

All chapters of the Hands of the Emperor (with the exception of the Diamond Dragons) abide by the same structure, even if that structure may not be publicly known.   Chapter Master: The Chapter Master is the chief executive officer for the chapter and has unilateral authority over his chapter. He or she is considered second only to the emperor in terms of authority outside the chapter. The Chapter Master's responsibilities are concerned primarily with oversight and supervision of the chapter. The Chapter Master also acts as the public face of the chapter during all public ceremony, including broadcasted meetings of the Emperor's small council. He or she also personally inducts all new members of the chapter.   Grand agent: There is a single grand agent per chapter, and their title depends on the chapter. In the Opal Ravens, the grand agent is called the Grand Crusader. A grand agent is generally tasked with personal assistance to the Chapter Master, but is also his or her second-in-command in all things, carrying great authority within the chapter. When the Chapter Master cannot be present at an important event, whether it be a battle or a meeting of the small council, the grand agent acts with the Chapter Master's authority and is expected to know everything the Chapter Master knows.   Chaplain Major: There are three Chaplain Majors per chapter. One acts as treasurer for the chapter, another acts as record keeper and master-at-arms, training chapter brothers in their roles, and the last acts as a field agent and supervisor for the chapter with special authority.   Major: Majors within the chapters of the emperors hands oversee the activity of all ranks below them and act as field agents and supervisors, reporting directly to the Chaplain Major with special authority.   Captain: Captains within chapters are generally ranking members of the chapter in most field projects, as they greatly outnumber majors, and report to majors. Captains are also tasked with the personal training of apprentices and may have up to two apprentices assigned to them at a time in a Knight-Squire relationship.   Chapter Sister/Brother: Chapter Sisters and Brothers are the rank-and-file members of the chapters and, though they are the lowest rank in the chapter, they are universally extraordinary individuals. These members carry out the day-to-day functions of members of the chapter, which are widely variable depending on which chapter they inhabit.   Apprentice: An apprentice is a prospective Chapter Brother or Sister. They have not yet been inducted into the chapter and have no formal authority. Apprentices are assigned to a Captain for training and education about their future in the chapter and how a Chapter Brother or Sister is expected to act.

Public Agenda

The Opal Ravens chapter is tasked with the maintenance of order through the pursuit and solution of citizen contracts. They are the most numerous and most commonly seen order.

History

While the rebellion plague was firmly at an end and the forces behind it were being studied so that a counter-measures could be taken faster in the future, Osven Daoirse Osven felt as if he had spent much of his life and reign at war with his own people. The aging emperor felt that his people needed to know his love and benevolence, and so he founded a new chapter of Hands, the Opal Ravens. Unlike previous chapters, the Opal Ravens were not a force to be rallied against an enemy, or a network of spies or assassins, or even scholars. The Opal Ravens were charged with journeying throughout the empire among the people, finding problems that needed to be solved, and solving them, for the citizens. While the actions of the other chapters might make them be considered heroes, it is the express duty of the Opal Ravens to be heroes of the people, and they performed admirably. No other chapter was ever so beloved of the citizenry.
