Paragon Outcasts

A group of Rogue Heroes that formed shortly after the Primal-Praetorian war. None of the members are worthy of the title 'Hero' anymore, but they also don't completely fall under 'Villain'. Their presence worries most people, no matter who's side they're on.

Structure

Naeva - 'Guardian', it seems, though her status as an actual member of the group is up for debate.
Dawnrose - Impromptu leader. Formerly a small time Hero in Paragon City, the exact cause of her fall from grace remains a mystery.
Avair - Rapid response and recon, vaguely a 'heavy hitter' type.
Avarea - Recon, tracking, and stealth. As well as quickly summoned reinforcements in the form of her beasts. Though... no one entirely trusts her.
Nalo/Antares - Adaptable, 'Guardian'. Heavy hitter, scout, infiltrator, assassin... Highly knowledgeable on the workings of the Rogue Isles, as well as general information on Nictus and Council.

Assets

Hideaway and Safehouses

Though they lack a primary base of operations, they have multiple safehouses scattered around the Rogue Isles and Paragon City that have been secured by the various members. Though they are small and not all are in the best of shape... They're still getting their feet.

Contacts

Sedavi - An iffy contact that only gives them anything because Nalo's human half is her sister.
Rihai - A former Hero, and before that Villain, that's in unreliable contact with them.
