Security in the Tower of Victory

The Tower of Victory is the most powerful and significant building on occupied Earth. It is home and workplace of the Governor of Earth and the Governor's Administration's central base. As such, it would be the prime target for the Resistance and any other enemies (human or otherwise) of the Administration.   Humans, being the inferior oppressed species they are, are not to be trusted. However they are employed as staff at the Tower, so strict security measures have to be put in place to ensure that none of them present a threat.   No human can enter without both their Empire Pass and their recruitment papers, which are rigorously cross-checked upon entry with the Administration's database. Further security checks including scans and a painfully invasive frisk follow. Once passed, staff are issued with their Tower wristbands.   The wristbands are coded to the individual, allowing them to pass through any staff doors which their rota that day requires them to, and no others. The wristbands also record audio and vital signs, and are tracking devices set to explode--taking the wearer's wrist with it--should an unauthorised attempt be made to remove it.   Additional security is required for specific areas in the Tower, such as the Governor's living quarters. Obviously staff are required to enter to clean them, but to do so requires entering a temporary 50-digit alphanumeric passcode which is issued to the wristband upon receiving the order and expires immediately after it is used. All such areas are completely covered with cameras which are active whenever the occupant or users are not in residence. The staff chosen for these jobs are hand-picked by their supervisors based on least likely to try to take advantage of their location.   While not strictly technological, another layer of security exists which cannot be overlooked, and that is the psychological handling of the staff. In a world where many are desperate for work, the Tower offers quite high pay as well as vouchers for food and medicine, but the personal cost to the employee is even higher. All recruits--whether willing or forcibly seconded as a punishment--are first made to clean the Gallery of Victory, a shrine to Earth's crushing defeat. Its gruesome displays include preserved heads of the planet's former leaders and footage of pivotal moments in the invasion played on loop. This task is followed by gruelling manual labour in heavily supervised silence. Staff are only moved to other areas, such as waiting on the Administration and the Governor personally, when their spirits are considered broken enough that there's no risk of them stepping out of line.
