Primogen
The Council of Primogen officially comprises the oldest members of the clans in the domain. However, this is only a "would be nice if it were" theory. In reality, it is a rank where either those who seek power or those who could not shout "NO" fast enough can romp about.
The look of the prince glided over the assembled Cain children of the city. He weighed whether the situation required a hard, quick judgement that would upset the council, or whether it would be better to pretend that they really had something to say.
He remained silent for quite a while before his dark, full voice filled the room. "I will withdraw with the Council for deliberation. No one leaves the Elysium until we have reached a decision." Of course this would not change his judgement, but at least it prevented a full-scale uprising in the... more headstrong clans.
Smoothly he rose, and, with an elegant gesture of his hand, meant to follow his advisors. Time for a fresh round of the eternally same dance.
Qualifications
Primogenes should enjoy the support of their respective clan, even if this is not always the case. It is also an advantage to have reached a certain age, usually over 100 years. Neither special disciplines nor special skills are required for the post.
Malicious tongues say that one of the most important qualifications is the ability to do steam chatter. This is mainly due to the, sometimes excessive, council meetings in which the primogen must participate.
Requirements
To be set as a primogen for a particular clan, you must also be part of that clan. In earlier times there were attempts to have a clan represented by members of other clans, but this was abandoned after some nepotism.
Furthermore, the primogen must no longer be a Childe that is still Blood Bound to its Sire. It is therefore necessary that the primogen has already been released and that the Embrace was more than a year ago.
Appointment
How exactly a primogen is used differs depending on the clan it belongs to. While the Tremere formally appoint their primogen, the Toreador usually appoint the one who has created the most impressive works of art. The Brujah usually determine their primogen by a physical test of strength - or leave it to those who are keen to do so.
Responsibilities
The primogenes represent the interests of their clan in the Council of Primogenes, an institution which is supposed to advise the Prince in his decisions. Within the respective clans, they only have official power, while very few clans accept to receive orders from a primogen.
In most cases, the primogen is the first point of contact for complaints or requests for advice to the prince. Although it is also possible to choose the route via the Seneschal, this usually causes discord within the clan.
