Vanna Toledo

She's a werewolf, and a member of The Council . This is not her preferred place to be, as she is a woman of action and heavily dislikes being stuck in the role of a politician, and not a terribly powerful one at that.
A lot of her tactics rely on the sense of unease her barely contained wolf side causes. It's more pronounced in humans, but she can get other species to react to her sense of underlying menace.
She's not a member of one of the local packs or families.
