Tobias

Tobias is a dragon, and he's possibly one of the last European-type dragons in existence.
He's a runt, and so was bullied extensively by his peers back in the day. This served them poorly when Tobias was the only one to survive the extermination. While he does resent humans for taking it too far, he has stated that his fellows were jerks who would have probably extincted the livestock populations if they weren't stopped.
Tobias survived the long centuries primarily by hiding in the sewers and becoming essentially a different kind of monster. This helped conceal him from the Order of Dragonslayers.
His best friends are the talking rat Number Two, who helped him through a difficult time in his life and also continually supports his zanier endeavors, and Henry Wallace, who owns a cafe and let Tobias be the co-owner and also failed to kill him.
As the only remaining western-type dragon, Tobias has an ample draconic hoard and is usually able to pay for whatever he needs. Number Two has him investing in several funds.
He has an adoptive daughter who recently hatched and is the best thing in his life and also the bane of his existence.

A Food Obsession

This probably started when Tobias was a young dragon continually being turned away from the good sheep fields by the other dragons for being too small. He was not used to getting much more than scraps as an adolescent. When he moved into the sewers, that probably didn't help the quality of food that he received, although it was tolerable to his digestion and he was able to maintain a healthy diet (for a dragon).
However, as more human restauranteurs emerged, and the advent of delivery, Tobias began to crave fresh, well-cooked food. "Well" in this case being defined as "well-made", not necessarily well-done, which is something that Tobias could do for himself easily enough. He wanted good food, prepared for him in exchange for money, of which he had ample supply.
Of course, since he was a dragon in a world that mostly didn't even know about magic or the mermaid nuns who live beneath most cities, retrieving the food was a bit difficult. He was continually denied delivery to whatever random grate or alley he chose. In despair, he was nearly defeated by the Order of Dragonslayers.
However, he was able to capture one of them, Henry Wallace. Since Henry owned a bakery, Tobias was able to negotiate for food deliveries.
Eventually, Henry was also able to help Tobias retrieve the egg of his beloved ward, Rissalis, right before she hatched.
