Senator Nirav Anatoli Montoya
The father of
Crystal Montoya , Nirav wields considerable power as a member of the
Merana Senate , the governing body of Merana. He's a crude Henry VIII who loves his daughter unconditionally, a farm kid elevated to a status he never wanted. His first wife groomed him for politics; after her exile, he grabbed for power to keep Crys protected, inadvertently inventing Merana's first Mafia and becoming its reluctant Godfather.
Nirav is a straight-talker, but a keeper of secrets. He spreads the story of his first wife's death while actually spiriting her away to an asylum, and is one of two people who knows she escaped. He thinks Crys is ignorant of the prophecy in the glass that drove her mother insane and will do anything to keep it that way. He also hides the fact that her mother was the witch who made the window in the first place.
Blaming stained glass for the early destruction of his family, and fearing that Crys could follow in her mother's footsteps, Nirav uses the Senate to outlaw the practice, driving any remaining witches to the heritage site of Insulam Merano. He encourages the terrorist group the Void to destroy stained glass and exterminate anyone with the blood before they can make more prophecies.

Mental characteristics
Hailing from a small farming community, Nirav had mild ambitions and went to university, where he met Senator Caius's daughter, Silca. Silca saw his charm as potential, and after they were engaged, she groomed him to hold office like her father. She was the brains of the operation, but Nirav's blunt honesty and 'aw shucks' persona won him lots of admirers. Not long after he was elected to the Senate, Silca became pregnant, and created the stained glass window that would destroy their relatively happy marriage.
After Crys was born, Nirav became devoted to his daughter, and devastated when an increasingly unhinged Silca attempted to drown the baby. Unable to see her executed, Nirav spread the word that Silca had died at home and secretly sent her to an asylum where he hoped she'd recover.
Without her intelligence and political understanding, Nirav was forced to rely on brute strength to hold onto his position and provide for his daughter. His ruthlessness came to the forefront of his personality, and though he continued to project a jolly personality to the people, behind the scenes he orchestrated the eradication of glass witches and their art. He later enters into his second political marriage, with a happier ending.

History
Nirav personally recruited Perian to be Crys's bodyguard, and hired tutors to fill in Perian's patchwork education. While Perian believes Nirav is a hero, Nirav doesn't particularly care about Perian beyond how well he does his job - which doesn't prevent him from making use of Perian when the occasion arises.
Nirav married into a wealthy family and never acclimated to his social status, preferring to be 'a man of the people,' though he enjoys indulging in food.
