Purpose

The Laws of Magical Use is a scroll given to every family and individual on the island of Melra. It outlines the rules one must abide by when using magic, and the punishments for breaking the laws.

Publication Status

The Laws of Magical Use are easily accessible by all residing on the island of Melra. If someone was to lose their copy of the laws, they can be re-acquired for free from any general goods store. Additionally, the laws are present on posters throughout the Kingdom of Gwandrin and the Kingdom of Elura.

The Laws of Magical Use are in effect and enforced by both kingdoms on Melra.

Historical Details

Background

The Laws of Magical Use were written jointly by the Kingdom of Gwandrin and the Kingdom of Elura in order to make sure that an organization like the Mages of old don't come to power again. The kingdoms decided that there are plenty of utilitarian uses for magic that don't involve combat, and that magic as a weapon could prove to be too powerful if it got out of hand. As such, the hope with the creation of this document was that people on Melra wouldn't discover the dangerous properties of magic and would instead focus their energy on expanding the more joyful and useful aspects of it.

History

The laws are said to be from a long time ago when the Ancients were still around. Nobody knows the exact reason the laws are what they are (or if they do it's not public knowledge), but they've been proven over history to keep things peaceful and as such are still enforced.

Public Reaction

The general public is pretty accepting of the Laws of Magical Use as a whole, but many feel that the rule stating that magic can't be used when your eyes are closed is a bit silly, especially for adolescents and children just learning to use magic. Many also feel that the punishments for breaking the laws are too severe, such as the one that exiles the offender for a repeat offense.
