The Senate of New Volantis

In the wake of the Doom, what was readily apparent was the need for immediate action. Therefore an agreement was made amongst the surviving elites of various creeds in the great evacuation to Selhorys. The newly reorganized and recreated Senate would have 48 Seats which would be given to the 48 people with the greatest usable Assets to donate to the rebuilding process, in the form of Wealth, Manpower and other material resources.
This clumsy but quick method of "buying" seats without even discussing the likes of election terms or triarchs or any other leadership positions, was deemed necessary to quickly prepare for the great disaster that would quickly unfold before them. In the face of widespread famine, homelessness, loss of purpose and deep collective grief, this short sighted and quite corrupt solution was deemed the best that could be achieved on such short notice.
Of the initial 48 Seats:

• 6 Were taken up by Military commanders and remnants of the Tiger Party under the influence of Triarch Gracchus
• 3 were taken by Wealthy Moneylenders and Artisans
• 6 were taken by Merchants
• 12 Were Independent and unaffiliated individuals
• 21 Were taken by Aristocratic families, with several of the most influential families taking several seats. Most surprisingly were the previously unremarkable Valyr family who took up 5 seats.

While the selection of these seats might cause problems in the future, the quick consolidation of power and resources made the rebuilding process more more smooth and efficient in return. It is thanks to this rapid consolidation that there were almost no deaths to starvation and the blueprints for the Expansion for Selhorys, the reclamation of new farmland and the start of construction of several new towns and villages.
