The Agora

Half a century ago, the council races were a fraction in number than what they are today and ruled from the Citadel. An ancient space station built millennia ago, and ultimately the beating heart of the galaxy that cut itself out at the behest of the reapers at the start of their war. It was destroyed in the Shepard's final struggle, leaving the council races to find a new soapbox. 
  In response, they built a great complex on a planet that orbits the farthest reaches of the galactic core's orbit.
  Practically a massive city in-and-unto itself, the Agora houses every sort of person you can think of. Politicians, ambassadors, security specialists, tradesmen, and everyone in between needed to keep it running. Some visit, others have built lives and business there, starting families.
  In the center of it all, built atop a plateau, is the Council Podium. An open air platform surrounded by high banks of seats, all covered by long sheets of synthetic fabric designed to absorb moisture (by drawing it into a interwoven channel, which then travels along it's length before descending towards the ground on the outside of the structure in a rather spectacular set of streams), and keep the Podium dry at all times. 
  Here, the amount of Council representatives has increased exponentially from what it was before the Reaper War. Now, any race's representative (as long as they have properly applied and been accepted by the council) can bring matters to the galactic stage. A change made after the war, so as to reward the smaller races for their contributions during the war. 
  A lofty goal, to be sure, and one that people have wildly differing opinions on. Especially the original council races.
