Sanctuary City Base
Gardinya Lyra, the Sanctuary City, has never been invaded or attacked. No enemies were ever even seen from the guard towers during the super destructive Human Wars. No hostile ships have ever crossed their waters. It's almost as if the goddess the city was named for was really watching over city, as some of the oldest priestesses claimed.
So why does the city still have a working military base, fully staffed and fully trained for any battle (that will never come)?
Sanctuary City Base was built in 1570 at the start of the First Human War as part of the War Preparedness Project. This project built all of the defenses of the city, of which only Sanctuary City Base and the Vigil Clocktower still stand. Built west of the main docks in the Northern Bright Bay District, this fully functional military base stands four stories tall, built out of squat bricks in a decidedly sandy color, this building stands apart from the rest of the landscape as being one where it's designed has more to do with function than beauty (with some saying it's the eyesore of the city). It's only nod towards decoration is the 7 gold cannons pointed out towards the harbor on the top level of the building.
Currently there is a battle going around the Federation Building over whether or not the building should be decomissioned and demolished, to make way for a larger trading port, or whether the soothsayers are right when they say a war is coming and the city needs to prepare for attack.
