Purpose

The royal bounty decree was originally created by during a time piracy became a serious problem in market and trade.   To increase the number of new recruits and favor lawful actions, the House made public a new decree which was updated weekly as needed and containing the actual bounties offered for bringing the most problematic personas spreading chaos on the seas. The goal was to give extra incentive to capture those people, and maybe creat some dissension between pirates and wrongdoers.

The document is accessible in the Plaza of but many simpler copies are made as bounties summaries and delivered to key points like information houses, banks and taverns.

Public Reaction

The publication was overall positive but mixed. Some would argue this method would imply the militaries forces were not enough to ensure them safety on the regular, while others saw it as the ruling class noticing the issue and trying to arrange it.   As for the targets themselves, a number of them found it quite boasting to reach the "Top 10" and encouraged some to do extra lengths to raise their price and make themselves a name. It however reduced trust amongst the most notorious ones since some could inclined to get thrid parties involved to get rid or a rival and get a share of the goods, if they are daring enough.

Legacy

With the creation of this decree, violence escalated as some pirates tried to rise the ranks, as some other communities risked to fight oppressors. results are overall mixed, but it gave a positive outcome to House despite the money they had to add on these bounties. Overall, most notorious pirates put their usual residence further from the kingdom to dissuade longer travels to reach them. Which created some rogue colonies over time.
