The Cadre
The Cadre is just the most recent name for a shifting shadow organization that has existed in Phaloxil for centuries. The bulk of Phaloxil's populace do not know of the Cadre though any upset citizen's conspiracies could be attributed to them. The Cadre is made up of an unknown assortment of Phaloxil's most powerful families. Some of the families are publically in places of power while other potent members control forces that the city government doesn't even know of. Depending on the perspective, the Cadre is a thieves' guild, an underworld organization, a puppeteering shadow government, or the true government of Phaloxil.
The Cadre has a tense relationship with the Crossroads Alley. The junction organization has access to Phaloxil but at all times operates beneathe the Cadre. Where other cities thieves' guilds work with the Crossroads Alley in symbiosis, the Cadre allows it to exist in the city as long as it stays in it's designated lines with the constant threat of being ousted.
As far as the underlings of the organization are concerned, the Cadre has no grand goals or nefarious dogma. The purpose of the Cadre is Phaloxil and the purpose of Phaloxil should be the Cadre. Phaloxil's public government acts on its own. Phaloxil's military serves the good of the city and the colonies. The law enforcement, the judiciary, the guilds of Phaloxil all act independent of the Cadre... except when they begin to stray. As a major world power, Phaloxil's influence continues to grow. The colonies provide natural resources to grow the economy. The ports provide sight to grow Phaloxil's awareness. The military provides protection against the dangers of the world for the city and everyone who chooses to be an ally. The citystate takes care of itself and grows itself. Because the Cadre is made up the most influential families, the success of Phaloxil is the benefit of the Cadre. However, like a parent and a child, there are times that the child does something that the parent knows it shouldn't.
When the government of Phaloxil decides on a goal that the Cadre does not agree with, that objective will fail. If an individual of too much influence grows within the city, the good of the city will come first. If the efforts of Phaloxil's government are balanced too far towards the colonies, the city will become the primary concern once again. The Cadre does not push goals it want, it meerly has veto power. Through the Age of Heroism, the Alocian Empire spread across half of the Storm Broken Lands. Through the Age of Isolation, it collapsed down to a single port on the Ocean of Aber. As Phaloxil grew once again in the Age of Community, the heart of the city knew what they wanted. Their child could grow and flourish, but they would protect it from itself.
Some see the Cadre as a heartless syndicate to be feared, others see it as the true heart of Phaloxil... at least, those who even know it exists. Whether that individual is within the Cadre or outside of it usually tints that perception.
