Mental characteristics
Foxglove Lexington was born in Cedar with an almost insatiable hunger for a Council seat. His family was unimaginably wealthy, and he was handed everything he wanted from a young age. By the time he wad five, he'd already met Mallowa's elite, from mayors to councilmembers to
Chiefmages. His parents desperately wanted the only kind of power they didn't already have; political. They pushed Foxglove into a life of politics after he briefly mentioned his interest to them, and his career skyrocketed. He had the connections, and he had the money, and at the age of 32, he was elected a councilman on the Cedar Council. A few years later, his little sister, Belladonna, was also elected.
Foxglove is married and has three children. He doesn't particularly care for any of them.
Foxglove is only considered with getting the upper hand, any way he can. Together, he and Belladonna sell out their Council votes in exchange for favors, and sometimes straight up currency. They think of it as a small, independent business, despite the poor legality of their actions. Who's going to stop them?

Foxglove's parents slept in different beds when he was younger, and Foxglove would often hear shouting through the walls of their house, late at night when they thought he was asleep. However, Foxglove considered it a by factor of marriage, and when he got married himself he fell into many of the same habits he witnessed as a young child. He's never discussed it with anyone.
Foxglove is selfish, and so much of his morals are self-centered and don't take into account anyone else's lives. He will be the deciding vote on a bill that would feed thousands of starving children if someone offered him something valuable enough for his vote. Like his sister, he feels no moral obligation to his fellow human, and only seeks to be the richest, most powerful person in all of Mallowa.

History
When Foxglove was studying under the mayor of Cedar, he attended a public questionnaire held by the then-current councilmembers. Foxglove asked a question directed at Catherine, and he made an offhand comment about the general weakness of women. That very morning, Catherine had gotten two hours of sleep, as her youngest child, Maxine, was refusing to let her sleep. So, the sleep-deprived, equality-pushing Catherine Rojo marched up to Foxglove and punched him square in the nose, breaking it. Foxglove was elected to the council two years later, and he hates Catherine more than anyone else on the council. Catherine, likewise, despises him.

History
Foxglove and Belladonna have been close ever since childhood, where they never competed, but instead were often at each other's sides, comparing information and contacts. They both recognized from early on that it's better to have an ally in a family member than an enemy, and have been almost inseparable ever since.
Nicknames & Petnames
Foxglove almost exlusively refers to his sister as 'Bella' or 'Bell', and Belladonna often affectionately calls Foxglove 'Fox'.
