Serena Penrose

Serena Penrose is the 15th Queen of Kalaido, hailing from the royal Penrose family, which ruled the city that has since become known as Asmody, capital of Kalaido. She is also known as 'the Conciliator', most famous for successfully navigating the Great Upheaval, which is the closest Kalaido has come to civil warfare in all its existence. Serena Penrose is generally considered to be the wisest of her line, being the greatest stateswoman the nation has ever had. However, she did not start out so successfully.   When Serena Penrose took power, it was in her fifteenth year. For the past decade prior, Kalaido had been ruled by a regent; her father, due to Serena being an only child, and her mother having died when she was far too young to rule. Despite the equality of genders in Kalaido, it still did not change the fact that King Edmund was woefully untrained in matters of statecraft. This led to the Kalaidoan Nobility taking more prominent positions in matters of state, inviting more foreign influence as they tried to jockey for power beneath a seemingly declining royalty. As they did so, they utilized their increased freedom and personal powers to press near-treasonous oppressive labor laws on the middle class of Kalaido within their region to increase their wealth and power against their competitors. A middle class that had just recently surged in power thanks to the Technological Revolution. The situation was untenable, and a then 14-year-old Serena recognized that.   Nobody knows what occured behind closed doors, but the day after Serena reached her fifteenth year, it was her who sat the throne of Kalaido, while her father stood beside her in an advisory, but ultimately performatory role. Within a year of taking power, Serena had repealed the laws that had taken root during her father's reign, while simultaeneously reviving awarded titles to assuage the offended nobles. A meaningless sacrifice on her part, but it effectively brought the nobility back in line. However, Serena was not finished, amd mere months after Novaria's founding, she declared the creation of the People's Council, elected officials who would have the right to directly petition the Royalty of Kalaido with proposed laws. This move is generally considered the climax of the period in Kalaido known as the Great Upheaval, and did much to not only reassure the common people of Kalaido of their continued prosperity, but put them firmly on the Royalist side in any engagement for the rule of Kalaido.   The political maneuvering that Serena accomplished to make this move is widely considered among many scholars to be the most impressive feat of statecraft in recorded history. From gaining the support of over half the Noble's Council, to secretly lining up a wide swathe of ideal candidates for the Council's first election, it is the most impressive structural overhaul a government has ever peacefully accomplished. For decades afterwards, Serena's wise and prosperous rule cemented herself as once of the greatest rulers to have ever walked Eostrea. Even now, she remains a bulwark of peace and a pillar of coexistence in the tense political situation of the current age.
