Primus
The oldest, most populous, and generally considered the most powerful of the first Four Nations, Primus is a proud theocracy with a storied history of near uncontested dominance in Eostrea. Ruled by the High Priest, who is generally elected for life amongst a council of Priests, Primus's government is a theocratic bureaucracy where church and state are so intermingled so as to be one and the same. The doctrine and biases of the Primordial Faith dictate the laws and culture of the land, leading to a very negative view on the concept of free speech and spread of unapproved knowledge. Primus does however provide almost completely for the people, ensuring that as long as their citizens follow the roles laid out for them, they would want for nothing. There are many metrics by which Primus determines each citizen's role as the Primordial Faith dictates that anyone can achieve greatness, but the most important one is that those born with rare or unique affinities and powerful internal magic are espoused by the Primordial Faith as being destined to greatness. Primus is notable for having the highest concentration of magical artifacts and ancient magical bloodlines in the world, though Oceanus is a new contender for that title in recent days. These bloodlines can often be found holding powerful positions in their government, or working closely enough with it to be indistinguishable. Despite the lack of hereditary positions, the incredible value Primus places on powerful magical affinities and magic reserves almost guarantee that the carefully curated ancient magical families almost always end up beating out any common citizen for positions of power. In complete contrast to their view on magic, Primus holds an almost hostile view on the progression of technology, only using it as necessary to smooth the process by which their governmental duties are run and never when there is a magical alternative. Because of this, Primus has almost no presence on the internet and is the only nation where it is more common to find a building without non-magical electricity than one with. While there are no laws necessarily preventing the common citizen in Primus from using these technologies to their own advantage, there is an almost oppressive discriminatory pressure against those that do so, which was one of many factors that led to the Novarian Revolutionary War, or as Primus calls it, the Northern Dispute.
