Organizing Crime
Just like any society with a rigid and restrictive legal system, Audemar is a place ripe for organized crime. In many ways, the Court of the Rogue functions as a mirror of the Royal Court. Led by the King of Thieves, the Court of the Rogue organizes and controls nearly all of the illicit activities that occur within the borders of Audemar. The majority of the Court of the Rogue's business usually centers around supplying and managing Audemar's thriving blackmarket. Skilled smugglers usually navigate Audemar's tightly controlled borders by making contacts with criminals outside of Audemar, whom they meet up with at secret locations along the banks of the rivers the separate Audemar from the rest of the Reach; it is extremely rare for non-Audemari criminals to conduct business directly within Audemar's borders. Any criminal - whether native to Audemar or just visiting - that makes enough noise to get noticed but refuses to pledge allegiance to the Court is usually dealt with in a swift and decisive manner.Leadership
The King of Thieves - also synonymously referred to as "The Rogue" - essentially rules the organization as a dictator. But just like any dictator, their rule is dependent on ruthlessness and the support of key players within the organization. The title is "inherited" by killing the reigning Rogue, and is always referred to as The King of Thieves regardless of the current King's gender. Unsurprisingly, this system can lead to habitual instability and wildly fluctuating operational policies. However, the current Rogue has managed to maintain her hold for an unusually long time - over 15 years now - and has used her position to establish vigilant policies centered around self-policing to avoid undue attention from the law and protecting vulnerable populations such as orphans, the already very poor, and sex workers.
