The Holy Empire of Palacuun (ˈkegnaːˈmʄɔktuː)

Palacuun Kegna Mjokto, located in the mountainous region east of Einelund, is the theocratic empire of Palacuun. It is ruled by the Sumplori and Mehlu Kefrontu, a council of High Priests. It was founded in 2112 as a series of mountainous territories brought by force under the rule of Trossoem Gerka, a dragonborn warlord who claimed the lands in the name of Meilfron. Since then, it has grown to become one of the most advanced societies in the world, always seeking to extend its reach, first through proselytization and then through annexation.

Known for its zealous military forces and fanatic inquisitors, the rest of the world has grown wary of its predation. Only a division within the dragonborn themselves has prevented the empire from expanding across the world, as the leaders of Palacuun are forced to deal with an insurgency that originates from deep within the mountains. Further, expansion has been completely halted with the return of magic and the rise of what is sees as heresy against the one true god, Meilfron.

Life for the faithful is exceedingly comfortable in Palacuun. The shining spires of their great cities rise above the mountain peaks, disappearing into the clouds. Streets are kept clean and patrolled regularly by the Sumplorips Nopi. Markets are safe and kept mostly free of thieves. Guests are often surprised at the stark beauty offered by Palacuuni architecture.

Of course, not all is well in Palacuun. When you sweep away the derelicts and undesirables, they must end up somewhere and in Palacuun you find them between the shining streets, in the crevices and cracks of the mountains. Criminal syndicates have risen in the shadows and the guilds know how to move in darkness, out of sight.

A long festering wound has been the Ha Verbos Koru, a coalition of inhabitants that chafe at the totalitarian rule of the church, especially the injustices visited upon those deemed ‘heretics’. At its core are chromatic dragonborn who have been cast aside, accused of association with those who remember and venerate Meilfron's vanquished nemesis, the dark goddess Shkultior. Hiding deep within the mountains, they strike when they can, disappearing before the feared Golean Fle'kle, better known as the Golden Inquisition, can strike back.

Structure

Palacuun is a theocracy and ruled by the clergy. The Sumplori is the highest ranking of these and rules absolutely. A council of Mehlu Kefrontu provide advice and manage the day to day affairs of Palacuun. Though the council includes provincial leaders appointed to rule in their respective cities, the greatest power resides with the inner circle, who lack direct civic authority but are skilled in manipulating the Sumplori to their desires. When the Sumplori resigns, or more usually dies, the title is passed on to a member of the council. The new Sumplori is generally chosen from the provinces since the inner circle tend to prefer working from behind the scenes.

Culture

Officially, all citizens of Palacuun who worship Meilfron and swear an oath to Sumplori enjoy equality of treatment under the laws, but the truth is that the dragonborn are favored. Even among this venerated race a schism is easily observed, since the metallic dragonborn see themselves as chosen of Meilfron. Their chromatic kin are sometimes viewed with distrust, a result of some forgotten war.

Palacuun provides a sanctuary for all believers of Meilfron, the Hui Mokspo Krenfront or 'One True God'. Palacuun is honored to bring the light to all dark corners of the world, to bring truth and light to every being.
