Arbiters of Codyssa

A group of wizards and mages that work to maintain peace and civility in Codyssa - City-State. Most do it in return for receiving magical education, where the cost is free, and they can even receive room and board if needed. They all carry an identical powerful, delicately carved staff with large ruby at the head and wear nearly identical ornate crimson hooded robes with a symbol on the back to show their arbiter affiliation, although their distinctiveness hardly requires it, and differing only by the with symbols to denote their individual ranks within the Arbiters.
