Guidance

A Federacy document which covers the purpose and disposition of a subject providing Guidance on how the Federacy views and reacts to the person, place, thing, event, or ideal. They are always in harmony with the Seventeen Federacy Regulations. The Federacy is generally concerned with insuring harmonious interrelations with its member states and protections for the Federacy as a collective whole.
Federacy Guidances on some issues can be incredibly complex, with the needle of reaction being based on the recorded History of Guided Interactions. Arbiters are regularly consulted as they are capable of not only interpreting the Guidances but can often efficiently perform Filings and dispense low-tier Decisions as agents of the Federacy.
The Federacy does not enforce Guidance infractions that are deemed of a local scope, leaving that to local authorities; they simply inform you and the the appropriate authorities that an infraction may or has occurred. Guidances differ from Regulations in that a Regulation is an actual Federacy Law. It is common knowledge that failure to adhere to or correct a Guidance Issue can cause Contempt of Established Procedure - which is contrary to Regulation - which is enforceable. Though the Federacy has few Regulations, those Regulations are enforced at an almost draconian level, breaking of which is a capitol offense.
The Federacy Regulation Enforcement Directorate is responsible for investigating and enforcing Guidance and Regulation issues.
