Citizenship in the Federacy

The Federacy is, strictly speaking, a technologically enabled Bureacratic Meritocracy. It's run by bureaucrats who have successfully insisted on categorizing everything.
Every person born on a Federacy world is a Member of the Federacy. Though Membership has its privileges, Citizenship is where you are free to move around the Federacy.
In brief, the requirements of Federacy Citizenship is Rite (not right) of Adulthood, 2 years in Federacy Military Service, completion of Federacy (or Equivalent) Primary Education.
The major difference between Citizenship and Membership is the ability to "freely move around the stars." Federacy Citizens are able to travel betwen the stars for free up to twice per year, provided there is availability.
