What is the point? Why not just hang them all?

It is easy to get used to luxury, and many in Druo and the surrounding settlements have gotten used to the streets being clean and well maintained.

Most people ignore those who do the backbreaking and neverending job of cleaning and often make their lives harder by littering.

The reason for this behaviour is that the workers are seen as criminals and general scum of the earth, as they chose the job in order to reduce the time that they are imprisoned.

Payment & Reimbursement

Those who take up the offer to work with cleaning the towns from waste are rewarded with the opportunity to reduce their prison sentence.

Other Benefits

After going free those who didn't cause any trouble are offered an opportunity to continue working as a cleaner, but with decent pay.

Those who willingly choose to continue working are differentiated with alternate clothing with more colour and a different cut.

Perception

Social Status

Those who try to redeem themselves are barely standing above criminals and beggars. The biggest difference in how they are treated is that redeeming workers are ignored rather than persued.

History

Two decades prior there was a wave of crime in Druo which filled up the dungeon cells. In order to put the people to some use they were forced to work, either with cleaning the city, mining salt or transporting granite to the city.

Those who performed without complaint were eventually allowed to go free, but those who tried to escape and those who went back to a life of crime were hanged.

Dangers & Hazards

Those who work cleaning the streets are in close proximity to filth, both excrements and dirt, which makes them increadebly susseptible to disease. Most of those who work don't survive more than twenty years.
