Structure

They don't have a set leader or any structure. They're mostly a club that gets together to brag about stealing something from a "friend's" home. There's petty squabling amongst them that frequently leads to ending friendships between members, but they usually make up later.

Culture

A "thieves guild" made up of rich people masquerading as thieves. So long as they stay out of the way of the Prowlers and their targets, they're left alone to their game of pretend.

Assets

Made up of nobility and merchants. They have reach across the region, and some have power across the country. It depends on who they are and what they do for a living, if anything.
