The allowance of Icelend Dwarves to become citizens under the Augury, as well as the offer of financial opportunity in the mountains across the Trinen-Mot D'nir border.

After spending most of their years independent in the Icelends or living in the northern baronies, the dwarves were finally given the opportunity to become true citizens of the Augury. This was opportunity shifted the future of the dwarves, as they had prior been unable to engage in commerce inside their baronies, essentially being forced to work for room and board without financial compensation. Along with a slew of other quality of life improvements, the decision was a long time coming, as the senate's debates against dwarves as citizens was a slowly losing battle.   Along with their potential to attain citizenship came an opportunity to relocate down south and "plant roots" within the mountain ranges, claiming the resources for themselves, so long as the Augury got its share. Those that chose to take part in the relocation would gain immediate citizenship and a guaranteed pension for any that were injured or retired from their job (so long as they served for at least 10 years).   The offer was mostly taken by those in northern Shellbay, given they lived in the worst conditions. Smaller cities within Fjordstrond territory also had notoriously poor conditions in dwarf sectors, making them prime subjects for relocation as well.   The dwarves eventually made their way to their new settlement, which they would be forced to build themselves. It still stands today as a mining headquarters for the Augury under the name Denemenir.
