Toa: Fort and Port

Toa is the military center for Toa Lima: The Twin Cities and serves as a large fortress to defend the city of Lima: The City of 10,000 Eyes where most of the people of the nation reside. Toa is comprised mostly of soldiers sailors and cavaliers that defend the port to the death and thus has a strong military culture. However the city also houses three faction houses and is not to be underestimated in politics.
