Toa Lima: The Twin Cities

Toa-Lima is a nation born from two cities that sit along the White Boa River. These cities have formed a democracy whose system of governing is based off the factions that dominate the two cities. Toa-Lima have a constant near incorrigible rivalry with @Paku and the most spectacular war in recent memory Folomon's War of Conquest was between these two nations ended only when the leaders of both sides @Folomon and @Percival Whitehand ended the conflict in a spectacular duel.
