Henryk Brought together four great powers of the land to bring order to Vrellez, taking the following years to rebuild after the mad queen. The rebuilding process ended in the founding of the Bytopian council, serving as the highest authority on the continent.

Roughly two decades after the death of the mad queen in 1589, new rule was established in Vrellez. A council of three individuals was to be set up: the Praetor, the Baron, and the Magistrate. Together the three begun the reconstruction of Vrellez, attempting to sand the edges of the society built by Queen Elizabeth Yharnam. But during the process something was discovered. Whatever it was, it remained a secret kept by Henryk Zarbosa, Jonath Kingsmill, Gail Hemwick, and a third party known as Maria Adelaide. Though the specifics were kept behind closed doors, Maria was brought on as the fourth member of the council, and is the only person to remain so in current day. This council is an oligarchy, with each member of the council being dedicated to a specific aspect of the country's rule. the country's wants and needs are decided upon unanimously among the four members of the council and later communicated to the respective figureheads of the different towns across the land. Throughout 1690 up until 1712, the council members consisted of Praetor Ludwig Zarbosa, Magistrate Laurence Kingsmill, Baroness Victoria Hemwick, and Maria Adelaide.
