Immediately after the expansion of the Calpian Empire into Dolobeiia, the Free Council of Avul recognized they would soon become part of the Empire. Borrowing a page from the Dolobeiian play book, they traveled to Calpi and negotiated with R̂oldavus Ubar̂ebus. On Commitment Day of the year 1302 LE, they were granted a charter as a Free City of the Empire.
